2006 Articulation Committee Meeting Summary

The following is a short summary of the minutes submitted by each articulation committee for meetings held in 2006. Each year, BCCAT collects and reviews these minutes, and prepares a short summary of each set of minutes received. This annual meeting summary provides a brief and broad overview of the activities and issues articulation committees discuss in their meetings over the year.

ABE Computing Studies Working Group

Institutional reports focused on the subject of measures to address continuing low enrolment numbers. Some approaches included better use of online courses, partnering with outside groups, and delivery at satellite campuses. The central theme that emerged for dealing with declining enrolment was online learning. BCcampus courses were seen to be useful in either a mixed-mode or as self-paced material. Paul Stacey attended the meeting to answer questions concerning the present and future direction of BCcampus. In addition, Sue Hanley of the First Nations Technology Council gave a PowerPoint presentation.

ABE Education and Career Planning Working Group

There were many changes in the committee membership. Committee members shared information on program changes, innovations and re-structuring. This included some discussion of modularizing programs to offer through continuing education. A question was raised as to how a student might gain EDCP credits towards a Dogwood Certificate if they did not want to change careers or participate in career exploration. It could be that the student who already has significant work experience could challenge the course by building a portfolio with demonstrated outcomes.

ABE English Working Group

The group discussed processes for circulating minutes. The group requests that when the minutes are sent to BCCAT, BCCAT archive the minutes online. It was agreed that each articulation rep would be responsible for reviewing courses to ensure they are meeting new outcomes and reporting back to the committee next year. The committee was reminded that every college is funded for articulation. Therefore, there should be no problem in every institution sending a representative to articulation meetings. The group had asked that the course articulation template chosen by this group be included in the articulation handbook. This has not been done yet as the BCCAT handbook had yet to be revised.

ABE First Nations Working Group

The group asked the Chair to bring to the attention of the ABE Steering Committee its endorsement in principle of "the issue of acknowledging FN community-driven and developed programs or courses from other committees...". One of the key goals of the meeting was to generate goal statements for Advanced and Provincial level courses. Garry Merkel Delivered a presentation entitled "Focus on the tasks at Hand" that asked such questions as: "Who is the aboriginal adult learner?". Following a round of institutional reports, the articulation of a number of courses took place.


ABE Fundamental Working Group

Following a recommendation of the ABE Articulation Steering Committee, the FABE Working Group re-submits the motion regarding the use of on-line courses for Fundamental Level English and math courses as follows: We recommend that whenever possible on-line instruction at the Fundamental level is supported by fact-to face instruction. It was further recommended that an ABE specific Course Outline Template be completed and submitted for ABE courses. The use of Accuplacer was discussed, as well as a national ABE assessment project. Committee members committed to reviewing the English outcomes with their departments in the coming year and presenting their departments' perspectives through email and at the 2007 meeting.

ABE Mathematics Working Group

Members reported on their participation at numerous other meetings, including the ABE Steering committee meeting and BCCUPMS meetings of 2005, and BCCAT's 2006 meeting of Chairs and SLPs. The discussion went on to the articulation of new courses. Kate Nonesuch delivered a presentation on career and academic preparation. The group discussed the use of Accuplacer as an assessment and placement tool among different institutions, as well as the diverse grading systems that exist among the province's colleges. Richard DeMarchant from the Ministry of Education also spoke to curriculum changes that were anticipate in high school Maths.

ABE Science Working Group

13 Colleges were represented by 32 Instructors attending the two days of meetings and presentations. A presentation was made on the use of the Accuplacer assessment tool. There was discussion of the "hands-on" use of a microscope and how these outcomes can be met through online learning. It was moved and carried that all Science sub-committees, within the next three years, review the core content and revise where appropriate. The group took a filed trip to view nesting herons.

ABE Social Science Working Group

The committee agreed to a new practice regarding institutional reports, the committee will email these updates two weeks in advance of the meeting, and restrict their roundtable discussion at the meeting to areas surrounding enrolments, current challenges, delivery models, learning resources and any questions about the previously distributed update. The committee recommends that the mode of delivery of courses should be indicted in the ABE articulation guide. The committee brainstormed on ideas to increase participation and awareness in the Social Sciences.

ABE Steering Committee

Malaspina Dean Dennis Silverstone welcomed the group, and thanked the Committee for the great work they have done on Adult Basic Education. Following a round of institutional reports, Stephanie Oldford of BCCAT provided an update and an opportunity to ask questions. Patty Beatty-Gunter of the Ministry gave a presentation on the Ministry's new methods for counting Full-time Equivalents (FTEs). Following this, a report was given from each of the eight ABE working groups. A presentation was delivered by the First Nations Technology Council, and Cheryl Porter was present to provide and update and answer questions pertaining to BCcampus.

Adult Special Education

It was explained that the committee's practice has been to designate a Chair for a 2 year period with a Co-chair for at least the 2nd year (with hopes that the individual would then take over as Chair) Barbara Binczyk was present and provided and update from the Ministry of Advanced Education and Labour Market Development. The group discussed the need to ensure that information on the Disability Resource Directory found on the Ministry web site is kept current. The afternoon was spent discussing the ASE Outcomes Cohort Study

Agriculture/Horticulture

Spring Meeting: June 12, 2006, University of British Columbia

The Ministry of Agriculture was represented and provided a presentation on career in agriculture on which the committee delivered feedback. New horticulture apprenticeship curriculum was discussed. David Davidson, former articulation committee chair, has assumed the System Liaison Person Role. A new Chair and representatives for HortEducationBC were identified.

Fall Meeting: November 16, Kwantlen Polytechnic University
2007Meeting: June 6, Capilano University

The group discussed different marketing strategies for increasing recruitment into programs. Appropriate faculty credentials for teaching apprenticeship and Foundation programs were agreed upon, as well as training hours required to make up programs and modules.

American Sign Language

Before beginning the meeting with a round of brief institutional reports, Cheryl Dill, who chaired the meeting, reminded everyone of the purpose of the meeting, "which is to track ASL programs, identify and follow up on changes or improvements needed, discuss curriculum and provide the opportunity to interact with instructor/community members/coordinators." A discussion took place on the subject of instructor qualifications for ASL in both post secondary and K-12. Discussion of a possible website or BCCAT hosted webpage also took place. Curriculum and examination issues were discussed at length.

Applied Business Technology

Sharon Brady was elected as co-chair of the committee. The committee distributed a copy of the ABT/OA Provincial BC Transfer Guide Procedures Manual updates for review. There are three separate documents that need to be updated each year: Discussion ensued regarding private institutions and accreditation. A question was raised about how each College handles the issuance of a certificate to a student with documented disabilities. Each coordinator reported how to accommodate the request. A round table discussion took place on the subject of laddering, block transfer or course certificate from ABT/OA to Business Administration at each college.

Automotive Service Technician

Harv McCullough for UFV thanked the group for their work, recognizing that the Automotive Industry is evolving at record speed and the institutes and instructors who work within them have provided exceptional training and education during times of constraint. A presentation on AirCare 3 was given explaining the significant changes to the program. Lloyd Stamm from the Auto Sector Council and the ITO outlined the proposed progressive credentialing model where a separate credential will be issued for each level of training. Lloyd also provided an Environmental Audit Sheet that he developed and urged the group to share it with students and employers and to try it within our institutes. The group felt that someone from the Ministry of Environment should attend the next meeting.

Business and Commerce

Institutional reports were distributed and brief updates were given by the CGA and the University of Victoria. Finola Finlay of BCCAT was present and spoke of key issues behind the Recalibrating the BC Transfer System consultation. Difficulties in keeping the Business Management Transfer Guide updated were discussed and the committee resolved to submit a request to BCCAT under the transfer innovations fund for its updating. After considerable discussion, the committee resolved to accept Sprott-Shaw's request for articulation of its BBA degree courses in the BMTG for a trial period of three years.

Biology

The Health Educators Subcommittee

The group discussed possible avenues through which to obtain funding for the development of a website. The Anatomy and Physiology Transfer equivalencies grid was discussed and Jennifer Orum of BCCAT was present to assist the group in establishing a plan for annual updates to the grid. The group also spoke briefly about the importance of a close, working relationship between Nursing and Biology Departments.

Carpentry

The Chair noted that the field is in a time of transition and as such, it is important for the committee to continue to be recognized as "stakeholders" in the industry and the trade. Lindsay Langill and Geoff Stevens from the ITA were present to provide an update and report from the ITA's perspective. Richard has offered to reconfigure the ILMs to match BC's program profile. The Carpentry Instructors of the province of BC offer a representative, elected by the Carpentry Articulation Committee to sit on the ITO. The representative will sit for a period of one year.

Communications

The group discussed BCCAT' Recalibration exercise in depth and reports on BCCAT's Annual meeting were delivered. The committee discussed its approval for a transfer innovations project: a core aims document that will provide a synthesis of the commonalities in Communications courses from across the province. Some representatives reported that they attended this year's CAC meeting without official approval of funding while others are expected to use PD money to attend. SFU "w" designation of courses has added some articulation work although it is a straight-forward process. The group discussed the feasibility of holding joint sessions or sending a CAC rep to another articulation committee meeting.

Creative Writing

The need for an updated e-mail list for the list-serve was discussed briefly. Reports were delivered on new programs at Kwantlen and UBC-O. Program representatives provided and went over handouts detailing important features of their programs. Several representatives emphasized the problem of declining enrolments in their programs. Greg Lainsbury and others pointed out that several institutions have not regularly sent representatives to these meetings. A discussion of online courses occurred during the review of program reports. There was general agreement that online courses demand at least as much work as on-site courses.

Criminology (Western Region Criminology Articulation Committee)

The group discussed how institutions/programs are dealing with issues with the ability of students to write to the standard required. SFU's new undergraduate curriculum requirements (WQB) were cited. A discussion on filed practicum took place. The group took an evening trip to Tuktoyaktuk one evening. Institutional reports were delivered through written reports. Highlights from institutional reports were discussed.

Dental Educators

Dental Hygiene - Sub-Committee

The participation at meetings of representatives from private institutions was discussed. It was agreed that the director of each private dental hygiene program would be invited as an observer for the April 2007 articulation meetings. Following a discussion of block transfer agreements, it was agreed that all partner colleges will assure that block transfer information is in the calendar and posted on websites. The possible separation of the two dental educators sub-committees was discussed, and it was resolved that a proposal to BCCAT in this regard would be drafted. Following a round of institutional reports, grading practices among institutions were discussed.

Certified Dental Assistants - Sub-Committee

Sub- Committee Chair(s): Janet Regan, Camosun College

Finola Finlay of BCCAT was present to give an overview of the purpose of articulation committees and the roles and responsibilities of those involved. A discussion took place around the participation of private institutions in articulation committees. The committee agreed to invite a representative from a CDAC accredited private dental assisting program to attend a portion of the next meeting as a guest. There was discussion around the possibility of revising the sub-committee's terms of reference. The group discussed many issues of curriculum as well as the new Dental Accreditation of Canada Guidelines. The two dental sub-committees are considering formal separation.

Early Childhood Education

Martin Petter, VP Education of NIC, provided opening remarks, and spoke to the critical role of Articulation Committees, particularly with regard to transfer potential and broader issues. Marian reported on meetings held with Minister Linda Reid in November, 2005 and Minister Murray Coell in January, 2006. One request was to have a representative from the articulation committee on the Provincial Child Care Council. The acting registrar from the Early Childhood Registry gave a presentation, and Janet Jamieson of Red River Community College, provided a presentation on a project on the science of early child development. Efficient methods for ensuring the ECE transfer matrix was accurate and up-to-date were identified.


Earth Science

There was general discussion about the issue of liability with regard to field trips. It was evident that most institutions do not require waiver forms for individual field trips. It was brought up that APEG-BC has unilaterally made some changes to the requirements for APEG registrations and that these changes will require a reorganization of the geology transfer grid. A round of institutional reports was followed with a discussion of best practices. It was proposed more preparation be done prior to the meeting regarding specific course issues. The committee agreed that Historical Geology should be emphasized more in geology programs.

Economics

In a round of institutional reports, discussion topics included a new writing for economics course required at UVIC for upper level economics, and the new W, Q, B undergraduate curriculum requirements. This was the first year the University of Canada West sent a representative to Economics Articulation. There was agreement that it would be agreeable should the next meeting have a session devoted to a discussion of BCCAT and the articulation process.

Electronics Engineering Technology

Following a round of introductions, the committee broke into institutional reports. The group then engaged in a discussion of strategies for promoting programs and retaining students. It was agreed that the program promotion needs to be embedded permanently into the minds of both the young adults and their parents in order to make a difference. The attitude and culture towards electronics needs be changed for the long term. Committee members were asked to respond on the appropriateness of using simulation as a teaching tool. Following the meeting, members were invited to attend a tour of the Nanotechnology lab.

Electronics Technician

It was moved that a Letter of support for a LINK program, an upgrading path for Technicians to become Technologists, would be drafted and distributed to the presidents of the colleges and universities in the province. The group feels that the student base is present to support LINK programs, but that adequate funding may not be. It was felt that the difference between Electrical and Electronics was not made clear to prospective students. The role of the System Liaison Person a possible candidate to be appointed to this position was identified.

Engineering

Jeff Holm of APEGBC was present, and discussed concerns about flat and/or declining enrolments in engineering programs, and discussed methods of addressing this, such as career nights and potential scholarships, as well as the possibility of engineering bridging programs with trades and technology to help address the shortage of engineers in the province. There was considerable discussion of the extent to which high school math prepares students for engineering programs; this was followed by a round of institutional reports.

English

Peter Wilkins and Sheila Hancock explained the flexible pre-major project currently underway, and updated on progress. Finola Finlay of BCCAT was present and discussed issues of the preparedness of ESL students for university transfer courses, and she encouraged the committee to look at exit standards from academic ESL level into university-level English courses. Finola also spoke to SFU's "W" designation in its new undergraduate curriculum. A representative from the Native Education Centre was present to request feedback on that institution's English programming. A discussion of the difference between paraphrase and plagiarism took place.

English as a Second Language

John Borass was present to deliver an update from the Deans and Directors of Developmental Education - who noted support fro the initiative to align ESL curriculum with the Canadian Language Benchmarks. Bonnie Wai of the Ministry of Advanced Education and Labour Market Development was present and gave an update on the Ministry's reorganization. Members gave a report on the BCCAT ESL roundtable meeting that had taken place as part of an exploration into grading issues in ESL, following which the committee moved to inform BCCAT that a common admissions test is not advisable. The committee encourages a commitment to the improved collection of reliable data, which will be helpful to the work of this group to articulate ESL programs throughout the province to achieve valid and consistent transferability

Environmental Programs

The meeting began with the selection of a recorder for the minutes, then went on to a discussion of meeting locations for future years. A round of institutional reports followed. The group shared a collaborative list of interesting resources on environmental issues for discussion in classes. Marketing ideas were discussed, a s well as the possibility of developing a website where students can compare environmental education programs.

First Nations Studies

BCCAT's new on-line transfer form was discussed. The group expressed a desire to expand its mailing list and welcome information about new instructors in the field who should be added. UBC First Nations Studies offered to host a website for the committee on its site. Margery Fee agreed to investigate into what this might require. A roundtable then occurred where first nations programs and courses at all participating institutions were discussed.

Forestry

The group went over the list of action items from the previous year's meeting, then updates were given regarding BCCAT, the Forestry Recruitment Initiatives, and the Ministries of Forests and Advanced Education. The committee resolved to create a forest education web portal using a simple 1-page connection with general industry / career information and strong links to BC forestry schools. The committee also resolved to apply to BCCAT for transfer innovation funding to develop the database structure and process to utilize the "core competency outcome model" as a transfer and articulation tool.

Geography

Jennifer Orum, BCCAT's special projects coordinator was present, discussed the Geography Descriptive Pathways Grid, and indicated that additional funding for its updating may be available should a letter of intent be submitted before the October deadline. Names of candidates for a new system liaison person for the committee were put forward to BCCAT. A discussion of field trip waivers and their use among different institutions took place. Institutional reports indicated the main challenge of most smaller institutions are the declining enrolment in the geography programmes while the bigger institutions have stable or growing enrolment.

Heavy Duty/Commercial Transport/Diesel Engines

Articulation Committee Chair: Lloyd Babcock, Thompson Rivers University

Following a discussion of the ACE-IT programs and a report from the committee's System Liaison Person, the committee went on to discuss curriculum updates and time frames, the effect of air care programs on industry and the occurrence of heavy duty inspections in the lower mainland. Lindsay Langill of the Industry Training Authority presented a power-point for Commercial Transport/Heavy Duty Mechanics Articulation which was followed by a discussion of Red Seal exams and the Red Seal website.


History

Kwantlen Polytechnic University has agreed to host the committee website at the Kwantlen History Department website. There was discussion about how SFU will assess History courses designated as (W) at other institutions for transfer credit. It was explained that SFU could accept a course for History transfer credit while making a separate determination as to whether that course can also be accepted for (W) credit at SFU. Marcel Dirk reported on the BCCAT Annual meeting. Tracey Kinney and Bob Fuhr (Kwantlen Polytechnic University) agreed to serve as joint co-chairs, with the understanding that one of them, prospectively Bob Fuhr, would then serve as chair in 2007-2008.

Home Support/Resident Care Attendant

Representatives from the Health Employees Union, the Care Directors Group, Work Safe BC, Community and Home Support, and the Assisted Living Registrar were present to provide updates before a round of institutional report. Finola Finlay of BCCAT and Monica Lust of the BC Career Colleges Association were present to discuss the inclusion of representatives from private institutions at articulation committee meetings. Consensus was established that a private program representative will be invited for 1st Day for Articulation. Assistance from BCCCA will be sought to identify this person.

Pat Bawtinehimer, the committee's SLP, spoke about the conference of the National Affinity Group, noting that it is an excellent opportunity to network with colleges across the country. Joanne Fort spoke briefly about the project for the update of the new HSRCA curriculum, noting that the increase of 5000 more beds in B.C. will mean the need for an increase in HSRCA's. There is concern that the public colleges will not be able to meet the needs, requiring public and private schools will to partner. The group discussed the rate of work place injuries in the field. Susan Adams, the Assisted Living Registrar, provided power point on complaint process for those in assisted living, Interpreting Section 26 (3) of the Community Care and Assisted

Hospitality

The committee had a positive outlook toward the possibility of a joint conference in Vancouver between the Tourism Educators Consortium and the Canadian Tourism Human resources Council. Other opportunities down the road to partner conferences with articulation were discussed. Committee members offered to assist in revisions to some sets of learning outcomes. Griff Tripp thanked the participants for their diligent commitment to refining the Common Core Learning Outcomes as the standard for the programs to achieve.

At the meeting's outset the chair reviewed procedures for discussion, motions and voting. The main business of the meeting was the development of a core curriculum. Griff Tripp, the project coordinator, presented the methodology for industry and education review process. He provided input into the courses that were least desired and raised the issue of how many courses should be part of the core. Institutional representatives gave a brief overview of their recommendations for the core curriculum, which was followed by an open discussion of the relative merits of the various structures. A number of motions were decided on matters such as inclusion of English, a co/op component, and the number of courses in the core.

Licensed Practical Nursing

The committee discussed the upcoming Canadian Association of Practical Nurse Educators (CAPNE) Conference in Toronto. There was a round table discussion on individual programs. The general consensus was that students are stressed and clinical placements continue to be a challenge. A report from the College of LPN's informed that the organization was being restructured to give LPN's an opportunity to manage their own profession. New programs will have curriculum evaluated, and site visits will continue, though the three to five year accreditation process is no longer in place.

Gordon McDonald of the College of LPNs, BC was present to review the new recognition process, which replaces the previous accreditation process. He noted nine letters of intent from schools with varying experience in health care who seek to run programs. Some employers, in the face of nursing shortages, are inquiring about starting schools. These new intents may not understand how long it takes to solve the issues of shortages of faculty and shortages of placement opportunities and the lack of curriculum. Sue O'Hare of the LPN association told the group that the LPN is the fastest growing profession in Canada. A curriculum development project was discussed that was expected to be completed by January 2008.

Mathematics and Statistics (BCCUPMS)

Richard DeMarchant was present from the Ministry of Education to discuss upcoming changes to the Math curriculum in grades 10 -12. It was agreed that a B or higher in Principles of Math 12 was needed as a pre-requisite to Calculus. The group also discussed the comparative treatment of students who enter institutions with a C- in Principles of Math 11. Costa Karavas provided a report on the ABE mathematics working group meeting and discussed the use of Accuplacer. The Math Flexible Pre-Major Analysis report and recommendations were received and approved by the committee. A Calculus Core Curriculum review was slated for the following year.

The committee engaged in a discussion reviewing the past year's developments and activities. Jennifer Orum of BCCAT was present to discuss Transfer projects and key developments at BCCAT. Doug Stetar provided an update on the progress of the committee's own Transfer and Articulation Project to create a MediaBC website for the use of the committee, instructors and students. The committee discussed its membership and it was suggested that everyone who meets the broader membership criteria and sees value in being part of MACSAC should be welcomed into the group.

Millwright/Machinist

Brooke Mills of Kwantlen Polytechnic University presented the online study guide project. The objective of this project is to assist and prepare foreign-trained millwrights to challenge the Red Seal exam, enter trades training or discover how their training could be used here in Canada. The program also provides a language guide to address language challenges with language in the millwright trade. The group reviewed and discussed the NOA validation booklet. Adam Carlson from Skills Canada BC distributed an information package to attendees and explained that Skills Canada's mandate to promote secondary education, provide regional competition and exposure for students for all options for post-secondary.

Modern Languages (S.C.O.L.A.)

Rosa Stewart provided a report on the BCCAT annual meeting. It was suggested that BCCAT should make a revision to their committee handbook regarding the need for institutions to send representatives for each language they provide programming in to the SCOLA meetings. The group discussed issues of grade inflation and evaluation methods used in conversation classes. There were breakout sessions of the language groups to review Grade 12 Provincial Exams from the Ministry of Education. The group agreed that transfer seems to be more complex than in past. A discussion of online courses and their associated costs also took place.

The chair gave on overview of the BCCAT meeting of Chairs and SLPs held in February. Following a round of institutional reports and the election of a new chair, the group discussed the Music Flexible Pre-Major and the block transfer agreement.

Physical Education and Kinesiology Articulation (BCPEKA)

There was extensive discussion among the committee on the topic of the 2010 Winter Olympics in Vancouver. Different block transfer arrangements among institutions were discussed, as well as challenges to a project being undertaken to provide a common grid for physiology and anatomy courses. The outgoing chair encouraged the committee to develop a game plan for the next year. It was noted that some committee members leave the meetings feeling overwhelmed. It should be our aim after this meeting to leave with an action game plan with clarity as to who is to do what task and reporting back to the committee. The committee agreed to create a Position Paper on Physical Education to develop a common message and a means to deliver it.

Philosophy

There was considerable discussion around meting locations, as it had been decided that meetings would be held in the lower mainland to promote accessibility. The articulation meeting and Philosophy conference are generally held in the same location at the same time. There was a discussion regarding university's changing of required courses for the majors or honours program, and it was decided that a letter would be sent by the Chair regarding the need for consultation with feeder institutions when changes to programs are considered. The committee expressed its support for Malaspina's application to the DQAB for a major in philosophy.A question was raised about a Critical Thinking Course offered at one institution for which the instructor did not hold a graduate degree in philosophy. SFU has withheld approval of transferability fro this course. A discussion followed as to how such transfer credit is agreed. SFU vets the courses at the discipline level, but no one else knew of the process at their institution for assigning transfer credit through BCCAT.

Physics and Astronomy

Tom Roemer, Associate Dean at Okanagan College welcomed the members of the committee. The chair pointed out that Articulation Charts and textbook lists were posted on the committee website. The group went on to a roundtable discussion of institutional reports and significant curriculum changes. There was discussion of students transferring from college ABE courses to universities, and universities were encouraged to show flexibility in considering students with ABE backgrounds. It was reported that high school students were having increased problems with their transition to universities and colleges.

Piping Trades

Bill Evans reported on the Entry Level Trades meeting in Vancouver and this report was followed by a roundtable discussion about the variations in ELT programs provincially. Dale Pfaff presented on Skills Canada Competition. Presentations were made on the National Plumbing Code, and the use of student performance contracts. Geoff Stevens and Lindsay Langill of the Industry Training Authority were present and discussed funding issues. It was noted that students will be receiving a guide book from the ITA explaining the current apprenticeship system.

Professional Cook Training

A round table discussion took place before the group moved on to discuss the anticipated shortening of the program to 44 weeks. The group agrees that an ELTT program of 44 weeks would be the equivalent to credit being granted for levels one and two. Fred Cunningham was named as a possible SLP for the committee and Settimio offered to stay on as Chair for another year.

Psychology

Mark Evered, VP Academic of Thompson Rivers University, welcomed guests. Following a round of institutional reports, the group discussed the need for a new System Liaison Person to be appointed, as Roger Elmes would be stepping down from the position. The problem of students using non-empirical on-line resources was discussed as well as the increasing practice of institutions to put a PSYC Department Ethics Review Board in place. Concerns were expressed over the lack of representation from UVIC, SFU, and UBC.

Theatre

The BCCAT Articulation Committee Update was distributed before a round of institutional reports ensued. There was a discussion of how to encourage students to travel to other venues to view and support work. The group discussed some instances of programs closing in other institutions across Canada, and resolved to write a letter in support of these programs. The group then toured the TRU actors' workshop theatre.

Travel Programs

Open discussion took place regarding attendance/interest in the committee. It was agreed that attendance from schools running travel programs must be encouraged in the future. Unfortunately, many of the schools have over-lapping programs or can only send one attendee. A strategy to address this may be to 'attach' the meeting to a large event, such as TEC. A short discussion on Public & Private Institutions in the BC Transfer System took place, and the group concluded that Travel Programs as such still do not enjoy transferability/articulation within the public or private institutions in BC. Because most education facilities have short programs, and based on the committee's history, doubts were expressed that full system articulation in this area is achieveable.

Visual Art and Design

The Chair began with a reviewed of the purposes of the Articulation Committee. A discussion regarding uneven grading that occurs within and among institutions took place. A variety of factors were cited: unrealistic expectations from students for high grades; inexperienced sessional, and/or sessional reluctant to grade too hard for fear of student 'evaluation' backlash. It can also be a reflection of different criteria used by institutions in their assessment policies. Following a discussion on digital technology, the committee noted that in order to ensure that students in all institutions have equal access to current and affordable hardware/software, and the tools necessary to successfully complete foundation level courses involving digital technology. Art and Design programs need to be provided with adequate funding for technology.

Welding

The committee moved to create a subcommittee to organize historical information pertaining to the operating protocol of welder training, registration, apprenticeship and challenge testing. Lindsay Langill of the Industry Training Authority was present to discuss developments with the ITA and the Red Seal program. Dwayne Giesbrecht of the Canadian Welding Bureau presented on the subject of CWB requirements for certification. Sherry Brown of the Queen's Printer reported that the Welding Curriculum Revision Fund created by the committee at their 2005 meeting now held $20,000 and briefly outlined the process for updating welding learning resources. Although stepping down as Chair, Les Wiebe will continue to look after the retiree plaque, and asked committee members to send names of any instructors who will be retiring
